The Zero Bomb was being researched and further developed during the time of the [[Ghosthunter:Military Base|Arizona Military Base]] by a specialist team.

The purpose of the weapon was to obliterate the ghost rather than trapping it but, assumingly due to the base becoming defunct or lack of progress with the project, the bomb appears to obliterate everything in its vicinity rather than exclusively spirits.

It is implied that it was never fully completed and left in a prototype stage but a final version, or at least functional, is located inside a robot of the base.
